From January 4th 2016, Rossetts Rentals will pay Local Authority and statutory Penalty Charge Notices (PCN) at the earliest opportunity in order to minimise costs and to speed up the recharge process to the end user of the vehicle.
This is not a decision we have made rashly, as we understand that the end user will lose their automatic right of appeal, however we are confident that any genuine appeals can still be dealt with retrospectively and these will be a minority of cases.
In recent months, we have encountered a significant increase in rejections for our request to transfer liability of PCNs to our Licensee and customers. Despite our best efforts to appeal these decisions, we have found that it has led to increased penalty costs, together with increased difficulty for our customers when recharging the end users of the vehicle. Rossetts Rentals respond to each PCN typically within 3-4 days, but it can take 8-10 weeks to get a reply from the local authority, by which time the penalty has increased. Understandably the end users of the vehicles are disappointed to receive an increased charge so late after the event.
We will continue to transfer liability on all private parking charges, and challenge any rejections we may receive.
